Cadets from the Santa Fe Middle School Civil Air Patrol (CAP) performed a brief Presentation of Colors’ ceremony. The Pledge of Allegiance to the United States and Texas flags was led by Kelly Axton. PUBLIC HEARING TO PRESENT AND DISCUSS THE TARGETED IMPROVEMENT PLAN FOR CLEVELAND MIDDLE SCHOOL The Targeted Improvement Plan for Cleveland Middle School was presented to the Board by the campus principal, Christina Castillo. CONSIDER APPROVAL OF TARGETED IMPROVEMENT PLAN FOR CLEVELAND MIDDLE SCHOOL A motion was made by Aaron Montesnieto and seconded by Chris Wood to approve the Targeted Improvement Plan for Cleveland Middle School as presented. The motion passed by a vote of 7 to 0. The plan will be submitted to TEA as required. PUBLIC COMMENTS/OPEN FORUM There were no comments from the public during Open Forum. RECOGNITIONS The Bond Committee members were recognized for their hard work on the recent Bond proposal. PRESENTATIONS 1. Presentation of Tax Resale Bid by Derick Mendoza, Linebarger Goggan Blair & Sampson, LLP. 2. Presentation by 9th Grade Korean Club. 3. Presentation by Big Dribblers’ organization regarding possible use of Douglass Learning Academy gymnasium. 4. Presentation to teachers who earned funding for classroom projects through DonorsChoose (copy filed separately). CONSTRUCTION UPDATE CISD Director of Construction, Mr. Eaton, provided an update on the district’s current construction projects as follows: New Northside Elementary Project, Santa Fe Elementary and Middle School Campuses and the New Administration Building. REPORTS 1. Superintendent’s Report  Mr. McCanless gave a brief presentation on the accomplishments achieved since he took over as Superintendent.  Student enrollment is currently 11,593 and the attendance rate is 91.27%.  A Notice of Intruder Detection Audit was conducted by Texas School Safety Center personnel on a random date at a random campus, and everything met expectations. There were no findings by the TxSSC inspector.  Thanksgiving holidays are November 21-25, 2022 for students and staff.  The December board meeting is Monday, December 12, 2022 at 6:00 PM.  Christmas holidays are December 19, 2022 through January 2, 2023 for students and staff.  Staff development days on Tuesday-Wednesday, January 3-4, 2023. 2. The motion passed by a vote of 7 to 0. A. Bills and payroll B. Minutes of the regular meeting of October 17, 2022 ACTION ITEMS A. Consider approval of Tax Resale Bid as presented by Derick Mendoza, Linebarger Goggan Blair & Sampson, LLP.  Account # 002590-000011-004/35288 – BLAGG-FENNER, BLOCK B, LOT 1. The bid amount is $1,500.00. A motion was made by Kelly Jenkel-Axton and seconded by Chris Wood to approve the bid as presented. The motion passed by a vote of 7 to 0. B. Consider approval of use of facilities by the Big Dribblers’ organization for the use of the Douglass Learning Academy gymnasium as per the previously presented information. Following discussion, a motion was made by Aaron Montesnieto and seconded by Chris Wood to approve the use of facilities by the Big Dribblers’ organization for the use of the Douglass Learning Academy on Thursday nights from January to February 2023 (as previously presented). The motion passed by a vote of 7 to 0. C. Consider approval of district requisitions for purchases above $50,000 as per CH (Local) policy 1. Requisition Number R2201601 - Purchase of Speech Assessment and Psychological Assessment Services from Specialized Assessment and Consulting as per Education Code 44.031(a). FUNDING SOURCE: General Fund – Special Education Allotment The Special Education Department is looking to purchase speech assessment, speech therapy, special education assessment, and psychological education assessment services in order to help students better learn in the classroom. A motion was made by Aaron Montesnieto and seconded by Amanda Brooks to support the Superintendent’s recommendation to approve requisition number R2301601 in the amount of $78,000.00 for the purchase of Speech Assessment and Psychological Assessment Services from Specialized Assessment and Consulting. The motion passed by a vote of 7 to 0. 2. Requisition Number R2301697 – Purchase of English Language Arts (ELA) Services from Newsela Inc., as per Texas Local Government Code 271.102(c); Texas Government Code 791.025(c). FUNDING SOURCE: Fund 211 – Title I, Part A The Curriculum and Instruction department is looking to purchase Newsela, a literacy focused instructional content software tool that will be used in ELA classrooms. This software will assist students in literacy and reading programs, provide cross-curricular reading, plus develop skills that benefit students on STAAR and EOC exams. The software subscription service will be used at CHS, CMS, Santa Fe Middle School, and the Cleveland Ninth Grade Center. A motion was made by Aaron Montesnieto and seconded by Chris Wood to support the Superintendent’s recommendation to approve requisition number R2301697 in the amount of $142,150.00 for the purchase of English Language Arts (ELA) Services from Newsela Inc. The motion passed by a vote of 7 to 0. D. Consider approval of the 2022-2023 District Improvement Plan. A motion was made by Kelly Jenkel-Axton and seconded by Aaron Montesnieto to approve the 2022-2023 District Improvement Plan as presented. The motion passed by a vote of 7 to 0. E. Consider approval of the 2022-2023 Campus Improvement Plans. Following discussion, a motion was made by Kelly Jenkel-Axton and seconded by Chris Wood to approve the 2022-2023 Campus Improvement Plans as presented. The motion passed by a vote of 7 to 0. 000426 BOARD MEETING, NOVEMBER 14, 2022, CONT’ F. Consider approval of Lockwood, Andrews & Newnam, Inc. (LAN) Work Authorization number two. Following discussion, a motion was made by Kelly Jenkel-Axton and seconded by Marvin Searles to table further discussion and approval of the Lockwood, Andrews & Newnam, Inc. (LAN) Work Authorization number two as presented. The motion passed by a vote of 7 to 0. This decision was based on the recent unsuccessful Bond proposition. G. Consider approval of Change Order 02 and Final Application for Payment from Pogue Construction for the New Baseball/Softball facility. Change Order 02 is for a credit for the remaining unused allowance funds in the amount of $18,129.50. The Final Application for Payment is in the amount of $428,255.08 to Pogue Construction. Following discussion, a motion was made by Aaron Montesnieto and seconded by Marvin Searles to approve the Change Order 02 and Final Application for Payment from Pogue Construction for the New Baseball/Softball facility as submitted. The motion passed by a vote of 7 to 0. TASB POLICY UPDATE The first reading of proposed revisions to DFE (Local) Policy regarding TERMINATION OF EMPLOYMENT-RESIGNATION, is presented for Board review. The second reading and possible final approval will occur at the December regular board meeting. A brief recess was called at 7:04 PM by Willie Carter, President. EXECUTIVE SESSION PURSUANT TO TEXAS GOVERNMENT CODE, SUBCHAPTER D, SECTION 551.071, 551.082 AND 551.0821 The Board convened in executive session at 7:14 PM pursuant to Texas Government Code, Subchapter D, Sections 551.071, 551.082 AND 551.0821. A. Consultation with Board Attorney regarding all matters as authorized by law. B. Appeal hearing and deliberation regarding discipline/expulsion of student (high school). C. Deliberation regarding personally identifiable information of public school student. RECONVENE AND POSSIBLE ACTION FROM EXECUTIVE SESSION The Board reconvened in open session at 8:17 PM to take possible action on items considered in executive session. No action was taken by the Board in regards to the appeal of the discipline/expulsion of the high school student; therefore, the initial decision by administration is upheld.
